About the Hiring Company:
Our client is seeking an experienced and hands-on HR Manager to lead and develop its human resources operations in Taichung, Taiwan.

Reporting directly to the Chief Operating Officer (COO), you will oversee the full spectrum of HR functions, from recruitment and employee relations to payroll, compliance, and organizational development.

This is an excellent opportunity for an HR professional who enjoys building processes, working closely with leadership, and playing a key role in shaping a growing organization's people strategy and workplace culture.

Key Responsibilities:

• Recruitment: Plan and run hiring for every department — job postings, sourcing via job banks an social channels, screening, interviews, offers and onboarding — with clear time-to-hire and quality targets.

• HR policies: Build and maintain the employee handbook, work rules, leave and overtime policies, performance reviews and disciplinary procedures, in line with the Taiwan Labor Standards Act and related regulations.

• Payroll and benefits: Run monthly payroll, labor and health insurance, labor pension, supplementary NHI premiums and annual income tax filings; help design competitive pay and bonus structures.

• Employee relations: Manage onboarding, offboarding, transfers and probation reviews; act as the main point of contact for employee concerns and resolve workplace disputes.

• Performance and development: Support managers with goal setting and performance reviews; set up new-hire orientation, training and career development paths.

• Organization and culture: Help design the org structure, job levels and title framework; drive team engagement and cross-cultural communication.

• Administration and compliance: Maintain personnel records and contracts, handle labor inspections, prepare foreign employee hiring documents when needed, and work with Finance and Legal.

• HR reporting: Provide regular headcount, turnover and hiring-pipeline reports to support management decisions.

Requirements

• 5+ years of HR experience, including 2+ years as an HR manager or sole HR generalist covering all functions.

• Solid knowledge of Taiwan labor law, labor and health insurance, labor pension and income tax rules in practice.

• Hands-on experience running payroll and building HR policies independently.

• Able to work on-site at the Taichung office.

• Native-level Mandarin Chinese and business-level English (reading and writing).

• Strong communication skills; able to partner with leadership and department heads.

• Proficient in Excel / Google Sheets and common HR systems.

Nice to Have

• HR experience in tech, gaming or a start-up during a rapid growth phase.

• Experience supporting multinational or multicultural teams.

• Experience with foreign employee work permit and residence applications.

• Comfortable using AI or automation tools to streamline HR processes.

• Relevant HR certifications (e.g. Employment Services Technician Level B, labor relations

• certification).
